Introduction
We looked at the opportunities and challenges facing Zimbabwe’s education system. But there is one phenomenon that reveals many of these problems at once: the satellite school.
Satellite schools are not simply small rural schools. They are the product of one of the most dramatic political and economic transformations in modern Zimbabwe — the Fast Track Land Reform Programme that began in 2000. Their history shows how changes in land ownership can have consequences far beyond agriculture, reshaping where people live, how communities develop and, ultimately, how an entire generation receives an education.
The History Of Satellite Schools
To understand satellite schools, we have to go back to Zimbabwe’s land reform programme.
Beginning in 2000, large areas of land previously controlled by white commercial farmers were redistributed to indigenous Zimbabwean households. Former large-scale commercial farming areas were transformed into resettlement communities.
But there was a problem.
The people had arrived before the infrastructure.
Many of these former commercial farms had not been designed to accommodate large African communities. There were few or no schools nearby because the previous population structure was completely different. Children of the newly resettled families suddenly needed classrooms, teachers and educational facilities.
The government therefore faced an enormous challenge: build schools for rapidly growing communities, despite severe financial constraints and an economic crisis.
The solution was the satellite school.
What A Satellite School Is
A satellite school is essentially a smaller, usually unregistered school attached to an established school — known as its “mother school.”
The satellite school operates in the community where children need access to education, while the mother school provides administrative and organisational support. Teachers can be employed and paid through the mother school, while the satellite school itself remains dependent on the larger institution.
The idea was originally supposed to be temporary.
The government authorised communities to use whatever structures were available: farmhouses, tobacco barns, workers’ houses, offices, garages and other buildings could be converted into classrooms. Where nothing suitable existed, communities sometimes constructed makeshift buildings using poles, grass and other local materials.
The logic was simple:
A basic classroom today was better than no school at all.
But what began as an emergency solution became a permanent part of Zimbabwe’s education landscape.
A Temporary Solution That Lasted Decades
This is where the satellite-school story becomes particularly significant.
More than two decades after the land reform programme began, satellite schools are still operating.
Research published in 2025 reports approximately 1,904 satellite schools in the resettlement areas — around 1,051 primary schools and 853 secondary schools.
Earlier government figures recorded different totals, illustrating how the number and classification of satellite schools have evolved over time. The important point is not the exact number.
It is the scale.
Satellite schools are no longer a marginal experiment. They form a substantial layer of Zimbabwe’s national education infrastructure.
The Paradox Of Access Versus Quality
Satellite schools solved one enormous problem: access.
Before their creation, some children in newly resettled communities had to travel extremely long distances to reach established schools. Some children reportedly had to cross dangerous terrain or rivers. Communities therefore began lobbying authorities for schools of their own.
But solving access created another problem: quality.
Many satellite schools lack the infrastructure required for full registration. They can have inadequate classrooms, sanitation, water, teacher accommodation and administrative facilities. Because they are often small, they may also rely on multi-grade teaching, where pupils from different grades are taught together.
In some cases, students can still face journeys of up to 10 kilometres to reach school or examination centres.
The result is a striking contradiction:
The satellite-school system brought education closer to children — but it has not always brought high-quality education closer to them.
The “Mother School” System
The relationship between a satellite school and its mother school is one of the most distinctive features of the system.
The satellite school does not operate entirely independently. Instead, it is attached to a registered school for administration, teacher salaries and other forms of support. A teacher in charge can effectively serve as the school’s acting leader while also teaching.
This arrangement allows the government to extend its education network without immediately building a completely independent institution for every community.
But it also creates a hierarchy.
A child attending a satellite school may technically belong to the same national education system as a child attending a fully registered school, follow the same broad curriculum and eventually sit national examinations — yet experience a very different educational environment.
That difference can influence academic outcomes.
How This Affects The Academic System
Satellite schools reveal a larger problem within Zimbabwean education: inequality is not only about whether children attend school, but about what kind of school they attend.
Two students can technically have the same right to education while receiving dramatically different resources.
A student in a well-established urban school may have specialist teachers, laboratories, libraries, electricity, technology and dedicated classrooms.
A student in a remote satellite school may experience multi-grade teaching, limited learning materials and inadequate infrastructure.
Both students eventually enter the same national examination system.
This creates an important question:
Can one examination system truly measure students equally when their educational starting points are so unequal?
The answer is complicated.
Zimbabwe’s national curriculum and examinations create a common academic framework, which is important for maintaining national standards. But unequal access to teachers, materials, infrastructure and learning time can mean that students arrive at those examinations with very different levels of preparation.
The consequences can extend far beyond primary school.
A child who struggles with foundational literacy or numeracy in the early grades can carry those learning gaps into secondary school. Research on satellite primary schools has found that multi-grade teaching can contribute to learning backlogs that affect students as they progress through the curriculum.
In other words, the satellite-school problem can become a secondary-school problem, a university-access problem and eventually an employment problem.
Yet Satellite Schools Are Also A Story Of Community Resilience
It would be unfair to portray satellite schools only as symbols of government failure.
Many were created because communities themselves recognised an urgent problem and organised to solve it.
Land reform beneficiaries formed local networks, approached authorities and advocated for schools. In some communities, residents contributed resources and helped establish the infrastructure themselves.
There is something powerful about this.
A community looks at a problem, realises that its children cannot wait for the perfect solution and builds something with the resources available.
The problem is that an emergency solution cannot remain an emergency forever.
The Bigger Lesson
Zimbabwe’s satellite schools tell a much larger story about education.
They demonstrate that access and quality are not the same thing.
Creating a classroom can get a child into school. But creating a good school requires trained teachers, infrastructure, books, technology, sanitation, electricity, leadership and sustainable funding.
The satellite-school system succeeded in preventing thousands of children from being completely excluded from education after Zimbabwe’s land reform. But its continued existence also demonstrates how difficult it can be to transform emergency infrastructure into permanent, high-quality institutions.
Ultimately, the goal should not be to eliminate satellite schools simply because they are unconventional.
The goal should be to upgrade them.
Turn temporary classrooms into permanent schools. Give teachers the resources they need. Provide reliable water and electricity. Build proper examination facilities. Improve teacher training for multi-grade classrooms. And, wherever possible, formally register schools so that students receive the same standard of education regardless of where they live.
Because the real measure of an education system isn’t how impressive its best schools are.
It is how much opportunity it gives to the child who starts with the least.
And in Zimbabwe, the future of education may depend on whether the country can transform its satellite schools from symbols of inequality into examples of educational inclusion.
